Complete guide to the Saskatchewan Immigrant Nominee Program (SINP) International Skilled Worker — Occupation In-Demand sub-category for Pakistani nationals. Eligibility, points grid, in-demand occupations and application process.
The Saskatchewan Immigrant Nominee Program (SINP) is one of Canada's most accessible provincial immigration pathways for skilled Pakistani workers seeking permanent residency.
The Saskatchewan International Skilled Worker Program is a sub-category under the Saskatchewan Immigrant Nominee Program (SINP) — one of Canada's most accessible and well-structured Provincial Nominee Programs (PNPs). This program is designed for highly skilled workers who want to immigrate to Saskatchewan and contribute to its growing economy.
What makes this sub-category particularly attractive for Pakistani applicants is that candidates without a job offer in Saskatchewan can still apply — provided they hold a highly skilled occupation that is in-demand in the province. This makes it one of the few Canadian immigration pathways that does not require a prior Canadian job offer.
A successful SINP nomination adds 600 CRS points to your Express Entry profile — virtually guaranteeing an Invitation to Apply (ITA) for Canadian permanent residence in the next Express Entry draw.
Why Saskatchewan? Saskatchewan is one of Canada's fastest-growing provinces with strong demand for skilled workers in healthcare, technology, trades and social services. The province offers a lower cost of living compared to Ontario or BC — and a clear, fast pathway to Canadian permanent residency for Pakistani skilled workers.
To qualify for the SINP International Skilled Worker — Occupation In-Demand sub-category, Pakistani applicants must meet all of the following eligibility criteria.
In addition to the following criteria, an applicant may apply if living outside Canada or if they have valid proof of legal status in Canada. Refugee claimants are not eligible for this sub-category.
The Canadian Language Benchmark (CLB) minimum score must be at least 4. However, employers or regulatory bodies may require a higher language score depending on the occupation. IELTS General Training is the most common approved test — CLB 4 corresponds to IELTS 4.5 overall.
You must score a minimum of 60 out of 100 points on the SINP Point Assessment Grid. Points are awarded based on education, language, work experience, age and connection to Saskatchewan labour market. A higher score increases your chances of selection.
Applicants must have successfully completed post-secondary education, training or apprenticeship of at least one year in length — equivalent to the Canadian education system. A degree, diploma or certificate must be provided with the application.
You must have at least one year of work experience in the past 10 years in a relevant field related to your training, occupation or education. The occupation must be classified at NOC TEER 0, 1, 2 or 3 (High Skilled) and must be in-demand in Saskatchewan.
If your occupation falls under a compulsory apprenticeship trade or regulated profession in Saskatchewan, you must provide valid proof of Saskatchewan licensure eligibility. This requirement varies by occupation — refer to the SINP in-demand occupation list for specific requirements.
You must provide proof of sufficient settlement funds to support yourself and your family upon arrival in Saskatchewan, along with a genuine and detailed settlement plan demonstrating your intention to live and work in Saskatchewan permanently.
Important: The federal government determines the total number of nominations made by SINP each year. SINP also sets a maximum number of applications received per year. Meeting eligibility criteria does not guarantee acceptance or nomination — applications are processed on a competitive basis.
A nomination cannot be issued if any of the following ineligibility clauses apply to the presented case:
Use an Immigration Representative: There is no restriction on using the services of an immigration representative while applying to SINP. A licensed immigration consultant ensures your application is submitted correctly, reduces the risk of rejection, and provides professional guidance if issues arise. Immigration Experts Pakistan's consultants are registered and experienced in SINP applications.
To be eligible for SINP nomination, you must score a minimum of 60 points out of 100 on the Point Assessment Grid. Points are awarded across five key factors:
| Assessment Factor | Max Points | Key Criteria |
|---|---|---|
| Education & Training | 25 | Level of education — PhD (25), Master's (23), Bachelor's (20), Diploma/Apprenticeship (15) |
| Language Ability | 25 | CLB score — CLB 8+ (25), CLB 7 (20), CLB 6 (15), CLB 5 (10), CLB 4 (5) |
| Skilled Work Experience | 20 | Years of experience — 5+ years (20), 3–5 years (15), 1–3 years (10) |
| Saskatchewan Labour Market Connection | 20 | Job offer in SK (20), Previous SK work/study (10), Relatives in SK (5) |
| Age | 10 | 21–45 years (10), 46–50 years (8), 18–20 years (5), 51–55 years (5) |
Supporting Documents Required: Every points claim must be supported by proper documentation. For example, if you claim 20 points for a university degree, you must attach a copy of your degree certificate. Documents in languages other than English or French must include a certified English translation.
Verify that your occupation appears on the SINP In-Demand Occupation List and that you can score at least 60 points on the SINP Point Assessment Grid. Use our Canada CRS Points Calculator for an initial assessment. Our consultants provide a free detailed evaluation of your SINP eligibility.
If you are applying through the SINP Express Entry stream, you must first create an Express Entry profile with IRCC. SINP will then issue a Notification of Interest (NOI) if your profile matches their requirements. You have 60 days to accept the NOI and apply to SINP.
Prepare all supporting documents carefully following SINP's official guidelines. Refer to the Important Words and Definitions catalog on the SINP website to understand exactly what is required. All documents in languages other than English or French must include certified translations. Missing or ambiguous documents are a common reason for rejection.
Submit your completed application through the SINP online portal. Attach all supporting documents and all required federal and provincial forms. Applications not submitted in accordance with provided guidelines may be rejected without review.
If your application is approved, SINP will issue you a Provincial Nomination Certificate. This certificate adds 600 CRS points to your Express Entry profile — virtually guaranteeing an ITA for Canadian permanent residence in the next Express Entry draw.
After receiving your provincial nomination, apply to the Federal Government (IRCC) for Canadian permanent residence. You must still satisfy IRCC's statutory requirements including security, health and document authenticity. Processing takes approximately 6 months after submission.
Application Tips: Follow SINP's guidelines carefully — applications not matching provided guidelines may be rejected. Our immigration consultants ensure your application is complete, correctly formatted and supported by proper documentation before submission.
