Canada remains one of the most sought-after destinations for immigration in the world. Immigration Experts is the best Canadian immigration consultant in Islamabad, Pakistan — and we are here to guide you through the most significant changes Canada's immigration system has seen since 2015.

The years 2026 and 2027 bring massive changes to Canadian immigration. From the biggest Express Entry overhaul in a decade to a brand new Federal High-Skilled Class, new CRS scoring rules, reduced temporary resident targets, and boosted PNP allocations — this article covers everything you need to know. All information is valid for Canadian immigration for Pakistani nationals.

🚨
Breaking News — April 2026: IRCC has proposed the biggest redesign of Express Entry since its launch in 2015. The Federal Skilled Worker, Canadian Experience Class, and Federal Skilled Trades programs will be merged into a single Federal High-Skilled Class. Public consultations began Spring 2026, with implementation expected in late 2027.

Canada Immigration Levels Plan 2026–2028: Key Numbers

On November 5, 2025, Canada released its Immigration Levels Plan for 2026–2028. This plan marks a major shift in strategy — fewer overall immigrants, but a much higher share of skilled economic immigrants. Canada is moving from quantity to quality.

380,000
Permanent Residents per year (2026–2028)
385,000
New Temporary Residents (2026)
91,500
PNP Places (2026) — Up from 55,000
64%
Economic Immigrants Share by 2027–28

Permanent Resident Targets 2026–2028

Year Permanent Residents Target Economic Category % Change vs Previous
2025 395,000 ~57%
2026 380,000 ~60% ↓ 15,000
2027 380,000 64% Stable
2028 380,000 64% Stable

Temporary Resident Levels 2026–2028

Category 2025 Target 2026 Target 2027 Target
Overall Temporary Residents 673,650 385,000 ↓43% 370,000
Work Permits (Total) 367,750 230,000 ↓37% 220,000
International Students 305,900 155,000 ↓49% 150,000
TR-to-PR Transitions 33,000 NEW 33,000
Temporary Population Target: Canada is committed to reducing its temporary resident population to less than 5% of total population by end of 2027. This means significantly fewer new work permits and student visas will be issued going forward.

Express Entry 2026: The Biggest Overhaul Since 2015

Canada Immigration Express Entry is the most popular way to get Canadian permanent residency. In April 2026, IRCC announced the most sweeping changes to Express Entry since it launched a decade ago. Here is everything that is changing.

📌
What's NOT Changing Right Away: The current Express Entry system continues to operate normally throughout 2026. If you receive an Invitation to Apply (ITA) before the new class takes effect, you will be processed under the current rules. Implementation of the new system is expected in late 2027 to 2028.

Category-Based Selection — The New Normal

By 2026, category-based selection is no longer an experiment — it is the primary way Express Entry operates. Instead of large all-program draws, IRCC runs smaller, more frequent targeted draws for specific occupations and groups. This means:

  • Candidates outside targeted categories may wait longer, even with strong CRS scores
  • Lower-scoring candidates inside priority groups may receive invitations before higher-scoring candidates outside those groups
  • Draw sizes are smaller but more frequent — reducing volatility in CRS cut-offs
  • Timing matters less than eligibility for a specific category

Return of Job Offer Points

One of the most significant changes in IRCC's 2026–27 Departmental Plan is the reintroduction of CRS points for job offers. This was previously removed from the system. Candidates with a valid job offer from a Canadian employer will once again receive additional CRS points, significantly boosting their chances of receiving an invitation.

Good News for Pakistani Applicants: The Express Entry CRS requirement is adjusting with each draw. Despite the overhaul, IRCC has confirmed the pool remains open and active throughout 2026. This is a great time to submit your profile, improve your score, and position yourself for an invitation under the new system.

New Federal High-Skilled Class — Replacing FSW, CEC & FST

The single most important structural change to Canadian immigration is the proposed creation of a Federal High-Skilled Class that will completely replace the three existing Express Entry programs:

Replaced

Federal Skilled Worker (FSW)

67-point eligibility grid eliminated. CRS score becomes the sole selection mechanism.

Replaced

Canadian Experience Class (CEC)

Separate CEC stream repealed. Work experience criteria absorbed into new unified class.

Replaced

Federal Skilled Trades (FST)

Trades workers remain eligible under TEER 0–3 of the new Federal High-Skilled Class.

New Class

Federal High-Skilled Class

Unified class with standardised eligibility: 1 year TEER 0–3 work experience, high school credential, CLB/NCLC 6 language.

New Minimum Requirements (Proposed)

  • Work Experience: At least 1 year of cumulative (not continuous) TEER 0–3 work experience gained in the last 3 years
  • Education: High school credential or equivalent
  • Language: CLB/NCLC 6 minimum in English or French
  • CRS Score: Becomes the sole ranking mechanism for all candidates
📅
Timeline: Public consultations opened Spring 2026 → Proposed regulations in Canada Gazette Part I by Late 2026 → Final regulations expected 2027 → First invitations under the new Federal High-Skilled Class: Late 2027 to 2028. All current profiles remain active during the transition.

CRS Score Changes 2026 — What's Being Added & Removed

IRCC is proposing a major recalibration of the Comprehensive Ranking System (CRS) — the Canada immigration points system that determines who gets invited. Points are shifting away from education-related factors toward real-world earnings and job offers.

Points Being REMOVED from CRS

Factors losing CRS bonus points: Spousal attributes (education, language, work experience) · French language proficiency bonus · Studying in Canada bonus · Having a sibling in Canada bonus · Provincial Nomination double-counting (since PNP draws already exist separately)

Points Being ADDED to CRS

New factors earning CRS bonus points: High-wage occupation factor — candidates working in high-earning Canadian occupations earn new points · Job offer points return — valid Canadian job offers earn additional CRS points again · Canadian professional certifications — holding a recognised Canadian licence or credential earns bonus points

2026 CRS Cut-Off Trends

Draw Type Typical CRS Range (2026) Frequency Notes
All-Program Rounds 490–530+ Less frequent High competition
Healthcare Workers 430–470 Regular Priority category
STEM / Technology 481–515 Regular CEC hit 515 in Apr 2026
Trades Workers 420–460 Regular High demand nationally
PNP Candidates 700–900 Regular Includes 600 PNP bonus
French Language 375–410 Regular Lower threshold

Provincial Nominee Program (PNP) — Major Boost in 2026

The Provincial Nominee Program (PNP) is getting its biggest allocation increase ever. The 2026–2028 Immigration Levels Plan has increased PNP places from a notional 55,000 to an actual 91,500 in 2026 — making this the fastest and most accessible route to Canadian permanent residency for most applicants.

PNP is Now Your Best Bet: With 91,500 PNP spots in 2026 and most provinces actively inviting skilled workers, the Provincial Nominee Program offers a significantly lower CRS threshold than federal Express Entry draws. Getting a provincial nomination also adds 600 bonus CRS points — virtually guaranteeing an invitation.

How to Apply for Canadian Immigration in 2026 — Step by Step

Getting Canadian permanent residency through Express Entry and the Provincial Nominee Program follows a clear process. Here is your step-by-step guide for 2026:

  1. 1

    Check Your Eligibility

Use our free eligibility assessment tool to determine which Canadian immigration program best suits your profile — Express Entry, PNP, Family Sponsorship, or Business Immigration.

  2. 2

    Language Test (IELTS / TEF)

Complete a recognised language test. For English, take IELTS General Training. For French, take TEF Canada. Higher scores directly improve your CRS score and broaden your program eligibility.

  3. 3

    Educational Credential Assessment (ECA)

Get your foreign educational credentials assessed by a designated organisation (WES is the most common). This is mandatory for Express Entry and confirms your education level for Canada immigration points.

  4. 4

    Create Your Express Entry Profile

Log in to IRCC's official website and submit your Express Entry profile. You will receive your CRS score immediately. Ensure all information is accurate — any misrepresentation leads to permanent ban.

  5. 5

    Apply for Provincial Nomination (PNP)

If your CRS is below competitive levels, apply simultaneously to one or more Provincial Nominee Programs. A provincial nomination adds 600 CRS points — virtually guaranteeing an Invitation to Apply (ITA). Saskatchewan and Manitoba are highly recommended for Pakistani applicants.

  6. 6

    Receive Invitation to Apply (ITA)

IRCC conducts regular Express Entry draws. If your CRS meets the round's cut-off, you receive an ITA. You then have 60 days to submit your complete permanent residency application. Prepare your documents in advance — do not wait for an ITA.

  7. 7

    Submit Your PR Application

Upload all required documents through your IRCC account: police clearances from all countries of residence, medical examination results, work experience proof, language test results, ECA report, and identity documents.

  8. 8

Receive Confirmation of Permanent Residence (COPR)

Once approved, you receive your COPR. You can then migrate to Canada and begin your new life. After 2 years of residency, you become eligible to apply for Canadian citizenship — and Canada accepts dual nationality, so you do not need to give up your Pakistani passport.
