On Wednesday, Quebec put forward latest information, which exhibits the procedure and ranking criteria for candidates who are a part of new skilled worker Expression of Interest (EOI) bank.
This particular ranking system also considers and accepts the work experience availed in the United States. Hence, Quebec is currently holding the status of an only immigration system in Canada, which takes into consideration U.S. work experience while ranking the candidates.
The candidates applying for Quebec Skilled Worker Program (QSWP) will be classified into two groups once they have submitted their profile to the new Expression of Interest Bank. These groups are as under:
- Candidates who have a job offer or those living in Quebec and fulfill specific criteria
- Candidates residing outside of Quebec who meet specific criteria
First Group
With reference to the regulations released on August 1, the eligibility requirements of the first group are as under:
Having a job offer in the Quebec
Currently living and working in the Quebec under the following circumstances:
- Hold a work permit and a recognized degree from any Quebec institute
- Hold a work permit with12 months or more validity, full-time work experience (Six months)
The candidates in the first group will receive their rankings based on their scores. The factors influencing these scores include the following.
- Age
- Education
- Quebec Diploma
- French Language Proficiency
- Other language Knowledge
- S. or Canadian work experience
- Education and proficiency in French of a spouse or common-law partner
“Skill Transferability” combinations also provide an opportunity for the Candidates of this group to receive additional points. Following are the combinations, which can play a vital role in enhancing the overall score of a candidate.
- Education, proficiency in French and work experience in Canada or the US
- Combination of Education and proficiency in French
- Combination of proficiency in French and Foreign work experience
- Combination of proficiency in French combined with work experience in Canada or the U.S.
Second Group
This group is for those candidates who don’t live in Quebec.
Ranking of the candidates depends on the scores obtained through these factors:
- Age
- Education
- Quebec Diploma
- French Language Proficiency
- Other language Knowledge
- S. or Canadian work experience
- Education and proficiency in French of a spouse or common-law partner
- Training that Quebec has listed as in-demand
The Skill Transferability combinations list mentioned above allows candidates of this group to receive additional points.
The points structure for the different factors and skills combinations is still to be revealed by the Quebec.

According to the new regulations, the Ministry of Immigration (MIDI) of Quebec might issue invitations to apply (ITAs), with a view to applying for the Quebec Selection Certificate (CSQ) or Certificat de sélection du Québec. Only highest scoring candidates will receive this certificate depending on priority or selection criteria.
In addition, the revisions made to Quebec’s Immigration Act state that the issuance of invitations to apply (ITAs) largely depends on the ability of a foreign national to stay or settle in Quebec successfully. Moreover, another criterion relates to the region in Québec, where a candidate is currently residing. This is so as the criteria for a country or region under an international commitment or one affected by a humanitarian crisis may differ slightly.
Those candidates who receive an ITA for the CSQ and are eligible to submit an application must fulfill the requirement of obtaining passing scores. This is an essential requirement for the program depending on the QSWP Points Grid.
Looks Identical to Express Entry
There are some noticeable differences between the ranking structure for the federal Express Entry system and Quebec’s Expression of Interest Bank. However, as a whole, both of these programs are quite identical to each other.
- The Express Entry pool is for the candidates applying through the Federal Skilled Trades Class, Canadian Experience Class, and Federal Skilled Worker Class
- Express Entry conducts invitation rounds after regular intervals, usually after every two weeks. Last year, more than 86,000 candidates received invitations to apply for the Canadian permanent residence
- Just like Quebec, Express Entry ranks candidates for all three classes based on Skill Transferability combinations and core human capital factors. The candidates with a provincial nomination, Canadian job offer, a sibling in Canada, Canadian education or French language proficiency may get extra points
- The additional points for a provincial nomination program range between 15 points to 600 points. It enhances the chances of obtaining a Canadian permanent residence
- Initially, there are no such additional factors specified in the ranking details by the Quebec. Nevertheless, splitting of the Quebec Skilled Worker Program candidates into two groups regarding their education in Quebec, Quebec work experience or Quebec job offer may provide fast-track effect, identical to that of an Express Entry
- This grouping of QSWP candidates into two groups could show similar results, as in the case of Express Entry program. Nevertheless, the Express Entry program contains only one group of candidates, including Provincial Nominees or Federal Skilled Trades Class
