The guidelines regarding the intake and processing of applications for a Certificat de sélection du Québec prevails to the applications submitted by permanent workers, investors, entrepreneurs and self-employed workers. In other words, the rules are concerned with economic immigration candidates.
Québec’s immigration objectives are not affected by the change in the rules for a maximum number of applications received by Ministére. In fact, if the number of applications is limited, it will enable the Ministére to process the pending applications.

* If you have passed the standardized test for French recognized by the Ministère, you can submit your application any time before March 31, 2017.
** The maximum number of applications for nationals from People’s Republic of China is 1330. It includes the regions of Hong Kong and Macao.

Permanent workers
Under the Regular Skilled Worker Program, it is mandatory to use the Mon projet Québec secure space. This applies on anyone who wishes to submit an application for a Québec selection certificate.
Maximum number of applications
The application intake under Regular Skilled Worker Program is postponed till the end of spring 2016.
Applicants with projet Québec account can submit their applications from June 13, 2016 to June 20, 2016. The maximum number of applications to be received is 5000.
The applicants may create an account for applying for the next intake period once this number is reached. The maximum number of applications will remain 5000 for the second period also.
Applicants with validated job offer by the Ministère or temporary residents of Québec, who are authorized to apply for Québec selection certificate, may do so anytime. The applicant may apply online or call 514-864-9191 for taking guidelines.
Applicants applying under Québec experience program must follow the provided instructions.
Priority processing
Applications that will undergo priority processing are:
- applications submitted under the PEQ – Québec experience program
- applications including a valid employment offer
- applications where the candidate has earned points under the factor area of training
Investors
1900 applications can be received under Québec selection program. All other applications will be returned.
Candidates, who have passed French test recognized by the Ministère, exempt from this criteria. They can apply any time. They will get priority processing.
An application can be sent through mail or courier. By hand submission is not acceptable. Remember, only one application at a time. It will be addressed to Direction du courrier, de l’encaissement et de l’évaluation comparative, in Montréal.
Entrepreneurs
A maximum of 50 applications can be received under this program. Since the limit is attained, no more applications will be received.
Under Entrepreneur Program, candidates, who have passed French test recognized by the Ministère, exempt from this criteria. They can apply anytime. They will get priority processing.
Applications are invited to be sent to Direction du courrier, de l’encaissement et de l’évaluation comparative, Montréal. At a time, only one application can be sent. Send the application to the address given above through mail or courier. By hand submission is not allowed.
Self-employed workers
A maximum of 50 applications can be received under this program. Applications exceeding this number will be returned.
Send in the applications through mail or courier to Direction du courrier, de l’encaissement et de l’évaluation comparative, in Montréal. Only one application per mail/courier is allowed. You cannot submit the application in person.
