Polish student Martyna Krezel did everything she could to gain permanent resident status in Canada. First she completed undergraduate degrees in psychology and environmental science at the University of Toronto. Then she got a permit to work as a hospital research assistant in brain injury and prevention.
With her education, language skills and work experience in this country she should have been a perfect candidate for permanent resident status.
And she was — until January 2015, when the Harper government changed the immigration rules. Under the so-called Express Entry system, Canada now favours skilled workers from abroad over foreign students. That shift effectively shut out Krezel and thousands of other students who had come to Canada to study and immigrate.
But, happily for foreign students, under the Trudeau government the immigration system is changing again. As Immigration Minister John McCallum noted last week, Canada has been excluding “the cream of the crop in terms of potential future Canadians” under the Express Entry program. So he’s going to change it.
McCallum has made the right decision. Now he should act on it as quickly as possible to ease the uncertainty that many students are facing. Indeed, almost 300,000 international students were enrolled in Canadian post-secondary institutions before the rule change.
They need to know they will soon be eligible to apply for permanent resident status in Canada before they are lost to this country.
Meanwhile, foreign students need to know that Canada will welcome them with the same open arms so many other countries are offering.
In fact, it’s not just about competing for the best and the brightest immigrants. Foreign students bring in an estimated $8 billion to the Canadian economy during their studies, while they enrich our universities, colleges and work places with their talent.
In introducing his new plan, McCallum argued that international students should be “first on our list of people who we court to come to Canada.” We can’t afford to lose out.
