In 2025–2026, New Zealand has made major strategic updates to its skill shortage framework. The traditional LTSSL has been complemented by the Green List — a two-tier system that now forms the primary pathway for skilled migrants. Additionally, the April 2025 expansion of the Scarce Skill Shortage Lists has opened new fast-track visa opportunities across healthcare, technology, engineering, education and agriculture sectors for Pakistani professionals.
For applicants applying under the Skilled Migrant Category, having an occupation, work experience or qualifications in an area on the Long Term Skill Shortage List earns bonus points — significantly improving your chances of receiving an Expression of Interest (EOI) selection.
2025 Key Update: From March 2025, New Zealand reduced the required work experience threshold from 3 years to 2 years for eligible applicants under the Accredited Employer Work Visa (AEWV) and other pathways. This makes it significantly easier for younger Pakistani professionals to qualify for NZ work visas and residency.
The Green List has replaced the traditional skill shortage lists as the primary immigration tool for skilled workers in New Zealand. It is divided into two tiers — each offering a different visa pathway:
Tier 1 of the Green List contains the most critically needed occupations in New Zealand. Professionals in Tier 1 roles can apply directly for New Zealand Permanent Residence — skipping the temporary work visa stage entirely. This is the fastest immigration pathway available in New Zealand.
Tier 2 of the Green List contains highly demanded occupations that follow a Work to Residence pathway. Applicants first obtain an Accredited Employer Work Visa (AEWV), gain 2 years of NZ work experience, and then apply for permanent residence.

Important — NZQA Qualification Assessment: Unless your overseas qualification is on the List of Qualifications Exempt from Assessment, you must obtain an International Qualification Assessment (IQA) from NZQA confirming your overseas qualification is comparable to the required New Zealand qualification on the NZQF. This applies to all occupations on the shortage lists.

All qualifications listed on the shortage lists (unless specifically exempted) refer to New Zealand qualifications on the New Zealand Qualifications Framework (NZQF). If you hold a Pakistani or overseas qualification, it must be assessed as comparable to the required NZ qualification by NZQA — unless it is on the List of Qualifications Exempt from Assessment.
Where post-qualification work experience is listed as a requirement, it applies to all qualifications listed for that occupation — unless otherwise stated. Experience must be documented with employment letters, payslips or equivalent evidence.
For regulated occupations (doctors, nurses, engineers, teachers, etc.), you must hold or be eligible for New Zealand professional registration with the relevant body. In many cases — particularly for doctors and nurses — holding NZ registration may be the only requirement needed for the shortage list pathway.
For engineering occupations, a letter, certificate or registration from Engineering New Zealand (formerly IPENZ) confirms your eligibility. A historic letter from IPENZ may also be used to meet the current Engineering New Zealand requirement.
Good News for Pakistani Doctors: For General Practitioners and medical specialists, Immigration New Zealand states that in many cases, being registered with the Medical Council of New Zealand may be the only requirement for immigrating as a doctor — making it one of the most accessible Tier 1 Green List pathways for qualified Pakistani medical professionals.
