The government is planning on changing Canadian immigration policy. These changes will be seen in labour market conditions and workforce shortages in certain occupational sectors. The new policy is also said to indicate the changes regarding the dealing with foreigners. These changes were addressed in an internal report leaked recently.
Integration of Newcomers
The new policy will highlight the factors that facilitate the integration of newcomers. Earlier reports showed that 35% male immigrants go back to their homeland. Also, the growing middle class in developing countries is reducing the migration trends. The policy will encourage the new immigrants to retain their new residency in Canada.
The policy emphasizes on retention of immigrants because the government believes that immigrant children will perform better in Canada. For example, 36% immigrants complete their graduation from Canadian universities as compared to Canadian population that is only 25%.
Economic vs. Social Immigration
Canadian immigration boosts the economy in long run since the economic and social contributions of these immigrants are higher than that of locals. Since economic immigration and social immigration are two different types of immigrations, the government focuses on keeping a balance between the two. The balance will be obtained between the social contributions by economic immigrants and economic contributions by social immigrants.
Potential Changes
The potential changes considered for addressing labour market conditions and immigration retention are:
- Redesign Temporary Foreign Workers Programme to protect Canadian labour market and meet the needs of employers.
- More Flexible design of Express Entry Programme.
- Dropping LMIA requirement to facilitate employers in hiring skilled workers under Express Entry. The workers aimed are currently working under International Mobility Program in Canada.
- Redesign the assessment process of Post Graduate Work Programme. The program assesses international students to check the eligibility criteria under Express Entry.
The proposed changes are prone to fill the labour market condition gaps. The government is working hard to provide a better economic and social structure to its citizens. Canadian immigration provides the best solution to the existing problems. The government is revising the policies to attract more and more foreign skilled workers to Canada.
