As of the recent update on August 10, 2023, the latest figures released by IRCC indicate that Canada is well on its way to welcoming an extraordinary surge of new permanent residents, exceeding the annual target specified within the immigration levels plan to continue from 2023 to 2025.
In November 2022, the Canadian immigration authorities laid out a clear objective: to embrace a cumulative sum of 465,000 fresh permanent residents in the year 2023, followed by 485,000 in 2024, and an additional 500,000 permanent residents in the calendar year 2025.
Although there was a noticeable decrease in immigration rates during February and March 2023, Canada managed to admit a total of 145,330 fresh permanent residents during the initial quarter of 2023, including the period from January to March.
This dataset focuses on the number of new permanent residents who have physically arrived and settled in various regions of Canada, as opposed to persons whose permanent residency status has been approved by the IRCC.
During the second quarter continuing from April to June 2023, there was a discernible decline, as a modest total of 117,730 new immigrants were recorded across all relevant categories.
Nonetheless, the overall total of immigrants who entered Canada by June stands at 263,180. This implies that to fulfill the IRCC’s objective for the remaining duration of 2023, a mere 202,000 additional immigrants need to be accommodated.
If current trends continue, the number of persons arriving in Canada for the first time as permanent residents will establish a new high of approximately 5 million in 2023.
Starting from 2015, Canada has consistently maintained its record for welcoming the highest number of new immigrants within a single month. Notably, in January 2023, the country embraced a remarkable influx of 50,905 new permanent residents.
Since 2015, this statistic has been the most significant number of newcomers in a single month. However, the trend has shifted since January 2023, with a moderate decrease in the monthly inflow of new permanent residents. By April 2023, the number of visitors had dropped dramatically to 29,550.
Number of Immigrants Arrived in Various Provinces in 2023
Among the provinces in Canada, Ontario, recognized as the largest and most densely populated, emerged as the leading choice for incoming immigrants. Impressively, it attracted an impressive sum of 115,700 new permanent residents during the initial six months of 2023.
Collectively, the provinces of British Columbia, Alberta, Quebec, and Manitoba welcomed a total of 115,855 newcomers during the same period.
Canada Has No Intention of Lowering Immigration Targets
Canada has established ambitious targets for immigration from 2023 to 2025, and the evaluation of these goals is scheduled for November 2023 under the guidance of Marc Miller, the recently appointed Minister of Immigration.
At present, the volume of immigration has reached an unprecedented height. In a recent news interview, Miller expressed, “I envision a scenario where we do not decrease it; the demand is simply too significant.”
The chairman of the opposition, Pierre Poilievre, has stated that if the Conservative Party of Canada wins the upcoming federal election, they want to reduce the number of people allowed to immigrate to Canada.
Poilievre has attributed a portion of the responsibility for Canada’s housing affordability challenge to immigration.
The Conservative Party leader believes that immigration targets should be based on factors such as the number of vacant private-sector jobs, the willingness of charitable organizations to sponsor refugees, and the demand from families seeking immediate reunification with their loved ones.
