Confirmation of Permanent Residence (COPR) is a crucial document that signifies approval for permanent residency in Canada by the Immigration, Refugees, and Citizenship Canada (IRCC). However, it’s essential to note that a COPR is not a travel document or a ticket to Canada. Individuals or families who possess a COPR still need to complete the necessary steps to become permanent residents and obtain their permanent resident cards.

When is Confirmation of Permanent Residence (COPR) Issued?

Applicants for permanent residency in Canada receive a COPR after applying through various immigration programs like Express Entry, the Provincial Nominee Program, and Family Sponsorship, among others. To qualify for a COPR, applicants must have submitted their application online or by mail, paid all relevant fees, and provided all requested documents and information to the IRCC.

Once your application is accepted, the IRCC will send you a welcome message with instructions on confirming your permanent residence online. Here Below are the recommended steps for you to follow:

  1. Create an IRCC Account: Register on the IRCC website and provide a copy of your passport or travel document, a recent photo of yourself, and your current address in Canada or abroad.
  2. Online Confirmation: Agree to the terms online, and the IRCC will subsequently send you an email containing your Confirmation of Permanent Residence document. It’s essential to keep this document safe as you will need it later in the process of becoming a permanent resident and obtaining your permanent resident card.

If You Are Located Outside of Canada

To enter Canada as a permanent resident, you will also need a valid visa or an Electronic Travel Authorization (eTA) if you are from one of the eligible countries. Once your permanent residency application is approved while outside Canada, a Canadian visa will be stamped on your passport. Upon arriving in Canada, follow these steps:

  1. Present Your Documents: Show your COPR paper and passport or other travel document to the border services agent.
  2. Verification Process: The officer will review your documents and may ask you questions to verify your identity and eligibility.
  3. Welcome to Canada: If everything checks out, the officer will stamp your paperwork and welcome you to Canada. Your COPR remains valid until its expiration date or until your visa’s expiration date, whichever comes first. If you can’t use it before it expires, you’ll need to explain to the IRCC why you didn’t travel within the prescribed timeframe.

If you are already in Canada, you don’t need to leave to complete the landing process. You can do it online through the IRCC’s website. Here are the steps:

  1. Online Confirmation: Submit a copy of your COPR document and a photo of yourself on the IRCC website.
  2. Confirmation of Permanent Residence: The IRCC will review your documents and confirm your permanent resident status.

When You Become a Canadian Permanent Resident

Once you have confirmed your permanent residence online or at the port of entry, you become a permanent resident of Canada. This status grants you various rights, including the right to live, work, study, and access healthcare, and social benefits in Canada. Additionally, you will be required to pay taxes, follow Canadian laws, and embrace Canadian values and society, among other responsibilities. You will receive your permanent resident card in the mail within 90 days of entering Canada as a permanent resident. Always keep it with you when you travel outside of Canada.

Becoming a Canadian Citizen

After residing in Canada as a permanent resident for at least three years, you can apply to become a Canadian citizen. Gaining Canadian citizenship offers you additional rights and privileges, such as voting, running for office, holding a Canadian passport, and more.
